Saltwater recycling system for vehicle fuel?

Could it be possible to create a system similar to hydro-power plants, using magnets to force water through a tube system, powering the engine of a vehicle? It would be the ultimate in clean fuel, not to mention an unending supply of fuel… I know that they have magnetic systems for pumps in aquariums… I am not an engineer, but I have an outline in my head for it….
The magnetic system would be used to force the water through the tube system, activating a “water wheel” of sorts, which in turn would power a generator, which in turn would create the true “fuel” (electric power) for the vehicle. It would be self powering, but could also energy start by battery charge, which would be acheived by electric car power stations or the internal generator of the vehicle…

    Water, be it salty or fresh, does not burn, so it cannot be an energy source.

    Hydro power plants work because water is allowed to flow downhill, thus converting potential energy into kinetic energy.

    If you force water through a tube system, you are actually putting energy (work) into the system, NOT getting it out.
